starting free school?

Our younger AD is simply unable to cope with secondary school and - with great trepidation - I and others are looking into applying to set up an Alternative Provision Free School in north London. Under the legislation this is a special category for ''the most vulnerable'' children and from what I can see it can be kept small and does not need to adhere to the national curriculum. Has anyone else tried to do this?Is anyone else in north London interested in being part of the launch group? At this point we are thinking one class each for KS 2,3 and 4. It would probably be for ''educationally delicate children'' so could cater for a range of children with eg trauma/attachment challenges; dyslexia; sensory integration disorder; and mild Asperger''s.If we launch a petition to show demand would anyone else in north London sign to say that mainstream schools do not meet the needs of adopted children and alternative provision is needed...even if your child is not (yet) at the point of needing alternative provision ?The paperwork has to be completed by 4 Jan 2013 for a school launch in September 2014 so it''s a tight turn around but may be worth going for as so many adopted children struggle with staying in school.
