Adopting a step child

Does anyone know how it works to adopt a step child? My partner is looking to adopt my birth child.. Her birth father has not been in contact for 4 years and owes £1,200 in maintenance. He has made no effort to see his 5 year old, despite being contacted several times and living within a 4 mile radius. Any advice would be helpful and appreciated.
