Quick question on behalf of a friend who runs a cub pack. Are Foster Carers able to sign registration forms or do birth parents or ss need to give sign the Parent/Carer bit?

check with sw - as legally they are the ones in charge and it may vary from area to area, depending on local arrangements

FCs are generally now being given a little more responsibility/authority by means of a 'deligatiopn of responsiblilty' type form that will be agreed at the Placement Planning meeting. this is where there is an agreement as to what FCs can take responsibility for. it varies with childre/situations/ carers/parents (if you know what I mean) but registration forms fo Clubs etc may well be one area that has been deligated. Probably doesn;t help your friend, as there is still no hard and fast rules/guidelinesCertainly 'big' things like immunisations, application for school/planned medical proceedures/passports etc still need the SWs signature.
