Uk to USA adoption help needed

I am a UK citizen married and living in the USA to an American citizen. My son passed away early last year in Scotland. He left a wife and 3 young children. The mother of the children was found unable to care for the children and they have been in foster care for over a year now. My wife and I started the adoption process later last year and have gone through all the checks regarding criminal, FBI, child abuse etc, all clear. The mother still has parental rights and is wanting the children to come to us. We are having difficulty with the local Social Services on several issues. Firstly their communication and lack of information is so poor. Secondly they don''t appear to know how to go about this and what financial help we could get. We had a USA lawyer who specialises in Hague adoptions and in England and Wales there is a lot of financial help available. Does anyone have any experience of Scotland to USA adoptions? There is a lot more to be told about this but for now, if you can help or advise please let us know.Thank you.....

HiMany years ago as part of my work I was involved in a case of adoption involving children with some family members in Scotland and some in the USA. I remember that the US Consulate General in Edinburgh was involved. I would have thought it would be helpful for you to seek their advice.
